Running wires inside rigid metal conduit rmc is a little more expensive than burying underground feeder cable uf but it saves labor.
If there is access the electrician possibly could run a wire from the existing outlet in the wall and under the floor and come back up inside the wall under the cable and fish up to the new outlet.
With that said no you can t run the wiring directly under the siding without some sort of protection.
The covers you may be referring are just end caps either 13 5mm or 15mm depending on the size of pigtails you ordered.
